What are Financial Management Services (FMS)?
Financial Management Services (FMS) are for people who want to self-direct their services through Consumer Directed Community Supports (CDCS) or the Consumer Support Grant (CSG). CDCS and CSG programs give people flexibility and control over their service planning and supports. They help people live independently in their homes and communities.
Best Care FMS assists with budget management and supports participants in their role as the employer of their workers. Participants often use CDCS or CSG to purchase goods and services and hire family and friends. Participants directly employ their workers, and as the employer, have the ability to set pay rates for their employees and offer other employee benefits.

Best Care FMS is a state-wide provider of FMS services. We are based in MN, family owned, and have FMS staff with direct care experience for family and people in the community. We have knowledgeable staff with twenty years of experience offering fiscal support to self-directed programs. Best Care is a company that serves a diverse population and embraces technology in the delivery of services. We believe in responsive, human customer service and want to support people in their goals to live in their homes and communities. Raina Marti | FMS Coordinator

Raina has 20 years of experience as a Fiscal Service Coordinator with participant-directed programs (CDCS, CSG, and Veteran Directed HCBS). As a lead staff, she consults on policies and service delivery. She provides support to participant employers and their representatives; and attends local and national meetings and conferences. She manages a caseload and supports other teams as the FMS subject matter expert.

Tony has worked with participated directed programs for over 10 years. He has most recently worked as a waiver case manager in southern Minnesota. In the past, he’s worked with adults with disabilities in group home settings and as a job coach, teaching employment skills. He currently lives in southern Minnesota with his wife and children and enjoys biking, running, movies and camping with family. Tony enjoys helping people find answers and delivering great customer service.

Maxine Scott | FMS Accountant and Payroll Coordinator

Maxine has a diverse accounting background with more than 18 years of experience, which includes several years working with participant-directed programs. She provides accounting oversight for FMS processes and maintains the accounting and payroll processing systems. She assists participant-employers in fulfilling employer related requirements while assuring compliance with federal/state laws and regulations. As an FMS subject matter specialist, she supports the payroll team and facilitates cross-team collaboration.

Brenda Gave | Care Experience Specialist, FMS and Billing Team

Brenda has her degree in accounting and has performed accounting, bookkeeping, collections, customer service and payroll duties for 17+ years. Her experience has included working for a garden center, motel, giftware agency, tax firm, and county agency before moving into a billing position in 2010 working with participant-directed programs. Brenda became interested in this area when her elderly father moved in with her and she relates to families in need of these services. Brenda enjoys spending time with her family and dogs; reading and she loves being outdoors!
